can it handle extreme bass?

No. This is not what these speakers are meant for at all. This is a midrange speaker, ideally, you'd run these in a bandpass crossover configuration, high pass around 250Hz, and low pass somewhere near 4.5KHz.

Can each voice coil be connected to a separate amp output? (i.e. connecting 2 outputs from a 4 channel amp/head-unit)

No, The voice coils are designed to be wired in parallel or series, and run off of a single channel. You will damage the speaker if you attach two separate channels to it.
