What is the best tool for cutting this? I need to cut a portion of the top off so it will fit my Saab.

Whack off what you don't want with a die grinder/cutoff wheel or just wire cutters, leaving 1/8 inch stubs on the good part. Then figure out a clamping method to hold it on your bench. Gently file off the stubs with a fine-pitch file, leaving a smooth finish. Hand buff with sand paper if you want a pebble-ish surface.

I actually used a belt sander to grind the top down. Went pretty quickly, and I was able to get a pretty decent finish on it.
