Not exactly sure. I used it to wire up a 12 volt usb outlet and cigarette outlet. Works just fine.

Is this wire exterior rated, ex. can I run it under my vehicle to the back?

I did not run it underneath my vehicle due to salty roads during the winters here in Indiana. However, I ran it through my engine compartment without any troubles from heat, cold, or abrasion. I was incredibly satisfied with this wire.

Can you clarify what you mean by "marine grade"? This is high quality copper power wire. It has a rubber sleeve, but I wouldn't recommend submersing in water, if that's what you're asking.
